बाबा रामदेव और अन्ना हजारे के नाम खुला पत्र

1970 से आज तक देश में भ्रष्टाचार के विरूद्ध लगातार कई जनान्दोलन हुए और लड़ाईयाँ लड़ी गयीं। पर आप दोनों ने मीडिया का पूरा उपयोग करके देशभर में उम्मीद जगा दी है कि आप देश से भ्रष्टाचार को मिटा देंगे और विदेशों में जमा धन वापस ले आयेंगे। इसके लिए हम आपको बधाई देते हैं।

रामदेव जी आपने पिछले कुछ वर्षों से लगातार भ्रष्टाचार के विरूद्ध और बाहर से धन वापिस लाने के लिए देश में एक माहौल बनाया। 27 फरवरी, 2011 को दिल्ली के रामलीला मैदान में आप सबने एक ऐतिहासिक रैली की। जिससे यह सन्देश गया कि अब देश उठ खड़ा होगा और आप लोगों के सद्प्रयास से देशवासियों को इन दो बुराईयों से मुक्ति मिलेगी।

अन्ना हजारे जी 27 फरवरी को उसी मंच से आपने जन्तर मन्तर पर अपने उपवास और धरने की कोई घोषणा नहीं की। जबकि उसी समय में आपने अपने करीबी लोगों से दिल्ली में अपने उपवास की चर्चा की थी। अगर उसी मंच पर घोषणा की होती तो सबके साझे प्रयास से देश में बड़ा भारी माहौल बनता। यह चर्चा नहीं होती कि अन्ना हज़ारे और रामदेव अलग-अलग चल रहे हैं और स्वार्थी तत्व इस स्थिति का फायदा नहीं उठा पाते। आप अपने इस आचरण के लिए देश की जनता के प्रति जबावदेह हैं।

आपके धरने की उपलब्धि यही रही कि आप लोगों ने सरकार के साथ मिलकर लोकपाल विधेयक को समयबद्ध कार्यक्रम के तहत बनाना तय किया। आपका समूह यह दावा करता रहा है कि जनलोकपाल विधेयक को आप लोगों ने कई वर्षों से, कड़ी मेहनत से, गहरी कानूनी समझ से, दूरदृष्टि से, सभी सम्भावनाओं को ध्यान में रखते हुए तैयार कर रखा था। जिसे आपने देश के सामने भी प्रस्तुत किया।

अपने विधेयक को सरकारी समिति के सामने प्रस्तुत करने के बाद अब आपकी कोई भूमिका नहीं बचती। फिर ये बार-बार मीटिंग का नाटक क्यों किया जा रहा है? क्यों मीडिया का इस्तेमाल करके, मुद्दे से हटा जा रहा है? आखिर आपका एजेण्डा क्या है? हमारा सुझाव है कि अब आप पाँच लोग इन सरकारी मीटिंगों का सिलसिला यहीं खत्म करें। अगर सरकार में आपका विश्वास है तो वह आपके विधेयक को गम्भीरता से लेगी और अगर आपका विश्वास नहीं है तो आप बैठक में कुछ नहीं कर सकते। इसलिए इस समिति को फौरन भंग करें। क्योंकि आपने अपनी भूमिका अदा कर दी है।

हाँ, आपके विधेयक के सम्बन्ध में हमारे कुछ सुझाव हैं -

1. लोकपाल अगर भ्रष्ट आचरण करे तो उसके लिए इसी विधेयक में अनुकरणीय सख्त सजा का प्रावधान कर देना चाहिए।

2. सिविल सोसाइटी को भी लोकपाल के दायरे में लाया जाए। क्योंकि सिविल सोसाइटी के अधिकतम लोग विदेशी पैसे से और विदेशी नीतियों के अनुसार काम करते हैं। जो प्रायः हमारे देश के हित में नहीं होतीं।

3. संयुक्त राष्ट्र संगठन की इकाईयाँ, विश्व बैंक, विदेशी बहुराष्ट्रीय कम्पनियाँ और विदेशी बहुराष्ट्रीय बैंकों के भारत में कार्यकलापों को भी लोकपाल के दायरे में लाना अत्यंत आवश्यक है। नौकरशाही व राजनेताओं पर अनुचित दबाव डालकर ये संस्थाऐं हमारे देश में नीतिगत परिवर्तन करवाती हैं। जिसके कारण कई बड़े घोटालों में इनकी गम्भीर भूमिका पायी गयी है।

रामदेव जी आपकी लड़ाई का सबसे बड़ा मुद्दा विदेशों में जमा धन है। आप कहते हैं कि चार सौ लाख करोड़ रूपया विदेशों में जमा है। एक जिम्मेदार और देशभक्त नागरिक होने के नाते आपका यह कर्तव्य बनता है कि ऐसा दावा करने से पहले उसके समर्थन में सभी तथ्यों को जनता के सामने प्रस्तुत करें। अगर आप इन तथ्यों को प्रकाशित नहीं करना चाहते तो कम से कम यह आश्वासन देश को जरूर दें कि इस दावे के समर्थन में आपके पास समस्त प्रमाण उपलब्ध हैं। अन्यथा यह बयान गैर जिम्मेदाराना माना जाएगा और देश की आम जनता के लिए बहुत घातक होगा, जिसे आपने सुनहरा सपना दिखा दिया है।

विदेशों में जमा धन देश में लाकर गरीबी दूर करने का बयान आप दे रहे हैं और सपने दिखा रहे हैं, वैसा तो होने वाला नहीं है। पहली बात यह धन आप नहीं सरकार लायेगी, चाहें वह किसी भी दल की हो और उसे खर्च भी वही सरकार करेगी। तो आप कैसे उस पैसे से गरीबी दूर करने का दावा करते हैं? आप कहते हैं कि विदेशों से यह धन लाकर आप देश में विकास कार्यों की रफ्तार तेज करेंगे। शायद आप जानते ही होंगे कि इस तरह के अंधाधुंध व जनविरोधी विकास कार्यों से ही ज्यादा भ्रष्टाचार पनपता रहा है। फिर आप देश की जमीनी हकीकत को अनदेखा क्यों करना चाहते हैं? आप गरीबी दूर करने की बात करते हैं और आपका एजेण्डा तो योग व आयुर्वेद को भी व्यापार की तरह चलाने का है। फिर गाँव और गरीब को आप कैसे आत्मनिर्भर बनायेंगे? आप तो भारत की सनातन संस्कृति का ही निगमीकरण कर रहे हैं और धन का केन्द्रीयकरण कर रहे हैं। इससे गरीबी कैसे मिटेगी? कृपया देश को समझायें। जिससे कोई भ्रम न रहे।

रामदेव जी अनेक मुद्दों पर आपके अनेक बयान बिना गहरी समझ के, जाने-अनजाने भावनाऐं भड़का रहे हैं। इससे आम जनता में भ्रम की स्थिति पैदा हो रही है। कृपया इससे बचें।

आपने बयान दिया है कि आपकी लड़ाई व्यवस्था परिवर्तन की है, सत्ता परिवर्तन की नहीं। तो क्या यह माना जाए कि आप अपने इस बयान पर भविष्य में भी कायम रहेंगे? हम आपको गत् 2 वर्षों से चेतावनी देते आये हैं कि देश की राजनैतिक जटिलताओं को समझे बिना परिवर्तन की लड़ाई नहीं लड़ी जा सकती। पर आपने इस चेतावनी को गम्भीरता से नहीं लिया। ताजा घटनाक्रम इसका प्रमाण है।

अन्ना हजारे जी और रामदेव जी, हम आप दोनों को एक साथ मानते हैं और इसलिए आपको यह याद दिलाना चाहते हैं कि आतंकवादी ताकतें, माओवादी ताकतें और साम्प्रदायिक ताकतें विदेशी ताकतों के हाथ में खेलकर इस देश में ‘सिविल वॉर’ की जमीन तैयार कर चुकी हैं। जरा सी अराजकता से चिंगारी भड़क सकती है। इन ताकतों से जुड़े कुछ लोग आपके खेमों में भी घुस रहे हैं। इसलिए आपको भारी सावधानी बरतनी होगी। कहीं ऐसा न हो कि आपकी असफलता जनता में हताशा और आक्रोश को भड़का दे और उसका फायदा ये देशद्रोही ताकतें उठा लें। इन परिणामों को ध्यान में रखकर ही अपनी रणनीति बनायें तो देश और समाज के लिए अच्छा रहेगा। यह हमारा पहला खुला पत्र है। आने वाले दिनों में हम आपसे यह संवाद जारी रखेंगे। कई ऐसे मुद्दे हैं, जिनमें बिना सोचे-समझे बयानबाजी करके आप दोनों गुटों ने देश के सामने विषम परिस्थितियाँ पैदा कर दी हैं। जिनके खतरनाक परिणाम सामने आने वाले हैं।

Open Letter to Anna Hazare and Baba Ramdev

Since 1970, many battles have been fought against corruption and many nationwide movements against this cancer have been witnessed by the people of this country. But never has this country seen such use of media to appeal and seek support from the people across India on these issues. Both of you have raised the expectations of the millions on the issue of eradication of corruption and bringing the huge amounts of black money, stashed away in foreign countries, back to India. We congratulate you for this achievement.

Ramdev ji, it was you who created an air of unrest against corruption and on the question of bringing black money back to India, throughout the country by speaking on your channel and in your public meetings. You organized a historic rally at Ramlila Maidan on 27 February 2011 and sent a loud and clear message to one and all that it is time to stand up together to fight the menace of corruption and get the country rid of this scourge which was eating into its vitals. On that day a galaxy of speakers were on your stage. But why were none of them seen when you started your fast unto death at the Ramlila ground? Did you think that you could single handedly bring the revolution in the country?

Anna Hazare ji, why you did not make any announcement, about your proposed fast at Jantar Mantar, on that platform on 27 Feb even as you did express your intent to this effect to a few of your close confidants ? It would have created nationwide wave if you had announced your decision to sit on fast unto death from that stage itself. The vested interests would not have been able to sabotage your common mission. The message would not have gone down that both Anna Hazare and Baba Ramdev had divergent views and action plans on the same issue. You too are responsible to the people of India for this conduct.

Anna your biggest achievement through that Dharna and fast was that you succeeded in getting the government nod for drafting and introducing the Lok Pal bill in a time bound manner. Your supporters claim that they have done serious work for a long time to draft this bill, a lot of research and thinking has gone into the preparation of the draft of the Lok Pal bill keeping in mind it’s viability, legal acceptance, consideration for various scenarios and possibilities arising out of it and it’s total effectiveness in eradicating the corruption. The draft bill has also been circulated to the nation for review and debate.

We strongly feel that your team’s role gets over with the presentation of the draft bill proposal before the government. Then why this drama of repeated meetings? Why media is being used for airing divergent views on the same issue and digressing from the main issue? What is your team’s actual agenda now?

Our suggestion is that your group of five persons should discontinue these meetings. If you trust the government then Government of India would perform it’s role. On the other hand, if you do not trust the Govt. as Anna recently said before the media, not much can be achieved even after these series of meetings. That is why this committee should be dissolved immediately.

In addition, we would also like to suggest that you add following in your draft of the Lok Pal Bill:-

1. There should be provision for prosecution and exemplary punishment against the Lok Pal also, if corruption charges are proved against him.

2. Civil Society should also be brought under the purview of the Lok Pal Bill because many of its members are recipients of foreign funds and grants and work in accordance to the diktats of the donors, which are not in the best interests of our country.

3. It is equally important to bring in UN agencies, World Bank office, multinational companies and banks operating in India under the purview of Lok Pal Bill because these agencies, banks and companies have been found to be playing dubious role in influencing politicians and bureaucrats of our country to change policies against the interest of our people. Their dubious role has been by now established in many scams that have erupted in our country in the recent past.

Ramdev ji, your main battle plank is to bring back the black money to India which has been stashed in various foreign banks of foreign countries. You claim that more than four hundred lakh crore rupees has been stashed in those countries by our politicians and businessmen.

As a patriot and a responsible citizen of this country, it also becomes your moral duty to present evidences to support such a claim before the people of this country. If you do not want to disclose now then at least you must assure the people of India that you do have concrete evidences to support your claim and that you would present them in due course. Otherwise, your mere claim would become a dangerous proposition and it can boomerang. The people of India may totally disillusioned and agitated and the situation can turn ugly.

We also doubt if you will be able to really turn your claim and crusade about eradication of poverty from this country by bring back all the black money from abroad into a reality because it is easier said than done. First of all, it would be the government (of whichever party it belongs to) which would bring the black money back to India and not you. Then how are you claiming that you would eradicate poverty from this country on your own steam and through your own efforts? You also claim that you would accelerate the pace of all round development in this country through the help of that black money. You must also be aware that the current model of reckless, anti-people and ill-thought process of development breeds corruption. We wonder as to how you would turn out to be an exception.

Why are you trying to overlook the ground realties of this country and weave a dream for them which would be too daunting and difficult a task to fulfill? On the one hand, you have been talking about poverty eradication and at the same time, you have turned Vedic practice of selflessly imparting the knowledge Hath Yoga and Ayurveda, as a profitable corporation with concentration of wealth. How are you going to make those poor villagers self-sufficient and self-reliant then? You owe an explanation to the people of this country so that there is no confusion in the minds of the people on these issues.

Ramdev Ji we would also like to caution you that many statements of yours appear to be given on the spur of the moment and without any clear thinking and understanding of their implications which are dangerously provocative and are creating confusion in the minds of many people. We would request you to please refrain from this.

You have also made a statement that your fight is for changing the system and not for acquiring power. Should we take it for granted that you would continue to stick to this in future as well?

We have been cautioning you for last two years that such a difficult political battle can never be won without understanding the social and political complexities of our society and without preparing a realistic and viable alternative model. But you never took them seriously. The recent set of developments at your Delhi Dharna actually vindicates our past apprehensions about you.

Anna Hazare ji and Ramdev ji, we still believe that both of you are together in this fight against corruption and that is why we wish to remind you that any Maoist, terrorists and communal forces in this country have played into the hands of foreign hands and in the process, already prepared ground for a civil war in this country. Just a little spark of anarchy could create a catastrophe of unimaginable proportions in this country. And a few such elements have already started penetrating into your camps as well. That is why you would have to take all precautions to ensure that you do not end up playing with fire and pay a heavy price for it. It should not happen that your failure leads to anger and frustration among the people of this country and they are then exploited by anti-national forces.

We would like to request you to please weigh all these consequences before charting out your crusade and your struggle path which should be in the best interest of the society and the people of this country. That is why we are writing this open letter to you and we would continue to write such letters to you in the coming days as well.

There are many such issues on which both of you and your associates have created untenable situations before the people of the country hence we need to do this dialogue with you.
